Neon War is a game ability where you control a gun that occasionally shoots its balls into the air. Hold the left mouse catch to take charge of the gun and drag it on a flat plane to control its position. Remember that the gun fires without anyone else, so you just have to hold it in the right place while focusing on the squares with numbers on them.
